社会生活において不自由を抱いている障害者や高齢者のために、広く社会一般に対して介助犬の普及と理解の促進を図り、介助犬の訓練・育成・繁殖事業及び介助犬の補助具の研究開発を行い、障害者や高齢者の日常生活の補助に寄与することを目的とする。
特に寝たきりの高齢者に対する、家庭内での補助を第一に考え、介助犬の訓練・育成を行う。
